The study of health and safety involves many different subjects, including the sciences (chemistry, physics and biology), engineering, psychology, sociology and the law.

1. Complexity - workplaces can be complicated areas, involving the co-ordination of many people performing many different activities. Finding a solution to a specific health and safety problem or issue can be comples, requiring extensive background knowledge and an awareness of the possible consequences of the various courses of action that are available.
복잡성 - 사업장은 다양한 사람들이 다양한 업무를 수행하는 곳으로 상황이 복잡하게 흘러갈 수 있습니다. 그렇기 때문에 특정 문제를 해결하기 위한 방안을 찾기 위해서는 관련 분야에 대한 배경지식과 발생가능한 결과를 예상할 수 있는 능력 등이 필요하며 이때문에 해결 방안을 찾는 데에 많은 어려움이 따를 수 있습니다.
2. Conflicting demands - There are often competing and conflicting demands placed upon people and organisations. A common conflict of interest is that between the need to supply a product or a service at an appropriate speed and cost, so as to make a profit or meet a budget, and the need to do so safely and without risk to people's health. Another conflict can be created by the need to comply with different types of standards at the same time, e.g. health and safety law as well as environmtental protection law.

3. Behavioural issues- Good health and safety practice often relies on the perfect behaviour of individuals, and people sometimes do not behave in this ideal way. We often solve health and safety problems by requiring workers to follow rules of procedure, e.g. a construction worker wearing a hard hat. But people are not robots; they do not behave as they are supposed to all the time. Workers sometimes make mistake. Sometimes they deliberately break the rules.
